The half-hour rule
The Knolls supplementary rules say you must not enter, camp, park or stay longer than one half hour inside the area without paying the required fee. Buying before you leave home removes any doubt about signal at the site.

How the fee got here
In 2018 the Deseret News reported BLM's proposal to raise the Knolls vehicle fee from $6 to $10 and the annual pass from $40 to $80, as visitation had grown 42 percent in five years. Today's BLM pages list the $10 day pass and $80 annual pass.

What the pass does not cover
A Knolls pass is not a Utah OHV permit. Out-of-state machines still need Utah's $35 non-resident permit, and operators need the right Utah education certificate.
