Knolls has its own federal supplementary rules on top of Utah OHV law. Here is all of it in one place.
BLM's Knolls rules
- Pay before you enter, camp, park or stay longer than half an hour
- No camping or motorized vehicles within 200 feet of any perennial water source
- Keep to posted speed limits on maintained roads
- No man-made ramps or jumps for acrobatic or aerial stunts
- No glass containers outside enclosed vehicles, camp trailers or tents
- No target shooting with firearms or other dangerous weapons
- No unreasonable noise from audio devices between 10 p.m. and 6 a.m.
Violations can bring a fine of up to $1,000, up to 12 months in jail, or both.

Utah OHV law
- A red or orange whip flag on OHVs in sand dune areas
- Helmets for riders under 18 on public land
- Mufflers with an approved spark arrestor on OHVs
- Lights between sunset and sunrise
- No riding under the influence

Certificates and permits
Utah has required every OHV operator 18 or older to complete the free Utah Off-Highway Vehicle Education Course since January 1, 2023. Riders under 18 need an approved youth certificate and direct adult supervision. Out-of-state machines need a $35 non-resident permit, valid 12 months and bought online.
