Coral Pink layers park rules on top of Utah OHV law. Most trips that go wrong at the entrance are missing a flag, a permit or a certificate.
On the machine
- A whip flag. Utah law requires a red or orange whip flag in sand dune areas, and the park asks for an orange whiptail flag on every OHV
- A muffler with an approved spark arrestor, required on all OHVs except snowmobiles
- Current Utah registration for Utah machines, or a non-resident permit for machines from out of state

Riders
- Riders under 18 must wear a properly sized and fastened helmet. Helmets are strongly recommended for adults
- Utah does not set a minimum operating age, but a rider under 18 must be able to reach and operate every control, carry an approved youth certificate and stay under the direct supervision of someone at least 18
- Riding under the influence of alcohol or drugs is illegal on an OHV
- The park warns against carrying passengers on machines not built for them

Education certificates
Since January 1, 2023, Utah has required every OHV operator 18 or older to complete the free Utah Off-Highway Vehicle Education Course, and the state tells visitors to take it too. You can print a temporary certificate that is valid for 60 days.
Riders under 18 need a youth certificate issued or approved by the state. Utah lists the youth course at $35, or an approved in-person skills course and exam. Guided tours and sanctioned events are among the listed exemptions.

Registration and permits
Utah OHVs must display a current registration sticker on public land. Non-residents bringing an ATV, UTV, off-highway motorcycle or snowmobile into Utah need a non-resident OHV permit: $35, valid 12 months, bought online. The state emails a temporary permit and processes the permanent one within 20 business days.

Closures and boundaries
- No vehicles in the signed tiger beetle conservation area
- On BLM land in the Moquith Mountain Wilderness Study Area, OHVs stay on designated roads or the open dunes
- Ride during daylight hours only
